PROGRAM A:Commonwealth began placing children from Taiwan through Program A in 2003. Taiwan boasts some of the best orphanages CAI representatives have ever visited. The children receive wonderful care at the orphanages in Taipei.
For adoptions in Taiwan, approval of birth mothers or the birth family is often part of the process.
Children are also sometimes in private foster care while awaiting adoption.
PROGRAM B:
In Program B, all babies are first placed in a nursery facility staffed entirely by medical professionals for observation. The children are then placed in foster families handpicked by the Program B child placement agency. Adoptive families must pay child care costs for 6 months, beginning the day their child was placed in the nursery, regardless of when the child was referred to you. If the adoption takes more than 6 months, families must pay the difference. Photos, medicals, and regular updates on your child referral will be provided.
Approval of birth mothers or the birth family is also often part of the process.

PROGRAM A: From the time a complete dossier is submitted, a referral will take: After committing to a child, the family travels to Taiwan in 5 to 6 months after the dossier is submitted to finalize the adoption. Generally, the time involved to complete a Homestudy and secure CIS approval is two to three months. Time involved to match a child with a family varies; infant referrals take the most time. |
Once a family is approved by the Program B Taiwan associates and by CAI, a referral will take:
-Approximately 18-24 months. Boys are more readily available than girls.
After committing to a child, the family travels to Taiwan in 5 to 6 months after dossier submission to finalize the adoption. (*Families more efficient at completing their paperwork will often complete the process faster)
Generally, the time involved to complete a Homestudy and secure CIS approval is two to three months. Time involved to match a child with a family varies.

PROGRAM A: -Parents with less than 4 existing children are given strong preference Taiwan has become more stringent with their parent requirements in 2006. For older children, parents should not be more than 45 years older than the child. |
PROGRAM B:- Couples must be married at least 5 years
- Parents must be between ages to 28 - 47 years old
- Parents must have no more than 3 existing children
-Both parents must have some post high school education (college educated preferred)
-Combined Annual income must be at least $30,000
-Parents must be approved by our Taiwan Partner Agency.

PROGRAM A: Under the Taiwan Program A referral process, you will first receive the medical and social background information. Only after you accept the referral, will you be provided with photo(s) of your child. Taiwan Program A is keenly interested in placing special needs children. Foreign fees are considerably reduced and "sponsorships" are available for some special needs children. Commonwealth is seeking safe, loving homes for these children. We have many children waiting for their "forever families." Please call us for more information! |
PROGRAM B:- Infants 1-14 months are available.
- Older children, special needs children, and sibling groups, are RARELY available.
You will receive photo(s) and medicals with your referral, along with a brief social history.

PROGRAM A: Taiwan is a beautiful country. Commonwealth associates/partners will assist families throughout their stay. In Taiwan, people are courteous and friendly toward adoptive parents. |
PROGRAM B:- One parent has to travel for a 3-6 days stay
- Families will meet with Program B agency, the foster family, and in most cases, the birth family
- Program B is based in Taichung, 2 hours outside of Taipei
